Continuity of Operations Plan (COOP)/ Continuity of Government Toolkit

Threats to government operations exist in all varieties with a single common denominator: the interruption of one or more critical government functions that are vital to the health, safety or welfare of the public. The County/City is susceptible to a variety of other natural and human-caused incidents, including flooding, severe storms, fire, medical pandemic and terrorism. Today’s changing threat environment and recent emergencies illustrate the need for COOP capabilities and plans. The fundamental mission of every governmental organization engaged in developing a COOP is reliability of service, particularly in times of emergency. The public cannot be expected to overlook lapses in the delivery of vital government services, especially in the wake of a disaster when the protection of public health, safety and general welfare remains a matter of the public trust.
